Consolidation Updates

The revised mission of the Metropolitan Area Building and Construction Department will emphasize the following:

  • Providing services that ensure public safety and health in regard to residential and commercial buildings – both new and existing structures.
  • Partnering with our local construction and trade industry to adopt up-to-date codes and practices that make sense for our community while working to gain the lowest regional rates from insurance providers.
  • Creating a fair and equitable playing field for the construction industry in regard to code enforcement and interpretation.

Accomplishments:

  • Code amendments between city and county.
  • Advisory boards (building, plumbing, electrical and mechanical).
  • Organizational charts for both code departments, as well as position classification studies – this reorganization includes the Housing and Nuisance Divisions from both city of Wichita and Sedgwick County.
  • Code variance request procedures.
  • Hansen (building construction and inspection) computer software implementation along with the addition of a systems analyst to assist staff and customers with the transition.

Next Steps:

Staff members are currently working in separate locations (455 N. Main, seventh floor and 1144 S. Seneca). As we move forward with the merger it is our hope to be in a consolidated “service center” facility with the Metropolitan Area Planning Department by the end of 2013. Until that time, we continue to work on development of policies and practices that will enable us to better serve customers. Some of these projects include:

  • Cross training of inspection staff members to promote consistency and job versatility.
  • Further development of “combination” inspectors to handle most residential build projects.
  • Development of designated “team” inspections regarding commercial building projects.
  • Permit and license fee study to ensure fair and equitable local rates.
  • Development of an agreement to allow joint enforcement between legal jurisdictions of Wichita and Sedgwick County.
  • Develop a joint policy and procedure manual.
  • Acquire and design a new facility.
  • Discussions with all municipalities within Sedgwick County to promote further consolidation of building practices while respecting home rule rights for the individual cities.
