Juvenile Corrections Advisory Board
"Team Justice"

History

Strategic planning for juvenile justice reform was mandated by the state legislature to develop local juvenile justice programs across Kansas.  The strategic plan was completed in Judicial District 18 during 1998.  Our planning team that completed this work was well supported by key community leaders and included representation from a broad spectrum of our community. 

Overall, we found people to be enthusiastic and energized by the vision of addressing juvenile crime with a balanced approach.  The Communities That Care model was used to guide the planning process.  The results of planning was the creation of a five-year plan that provides services tailored to fit our local needs which range from prevention to secure incarceration and aftercare. 

After completing an analysis of risks using the Communities That Care model, the planning team agreed to place the highest priority for prevention on risk factors associated with school age children and early adolescence.  Accordingly, the #1 priority risk factor was family management problems, the #2 priority was early and persistent anti-social behavior, and the #3 priority was lack of commitment to school. A fourth priority risk factor, academic failure beginning in late elementary school, was later added to the strategic plan.

In January 1999, the Juvenile Corrections Advisory Board (Team Justice) was formed.  Over nine months they crafted the initial implementation strategy from the strategic plan that was approved by the Sedgwick County Board of County Commissioners.  The Juvenile Justice Community Funding Plan for the 18th Judicial District includes 5 programs under the prevention domain, and 5 programs under the intervention/graduated sanctions domain.
