Russell “Rusty” Leeds has been selected to serve as the Assistant County Manager of Public Safety, Code Enforcement, and Emergency Management. Leeds is expected to begin employment in early October.

Leeds has nearly 30 years’ experience with City of Wichita’s Police Department, most recently serving as Investigations Captain. He has provided ethical and professional public safety services to people who live and work in Wichita. During his tenure, Leeds was the Commander of the Exploited and Missing Child Unit, Patrol Captain, Internal Affairs Captain, Interim Deputy Chief of Support Services, and Commander of the Crimes Against Persons Investigations Bureau.

“I’m excited about working with Rusty. He’s a proven leader, respected in the community, and a dedicated public servant,” said Scholes. “He has built strong ties with our partners which is vital to providing leadership in this position. I’m honored to have him on our team.”

He is a graduate of the F.B.I. National Academy at Quantico, Virginia, and holds a bachelor’s degree in management from Friends University.
