(Sedgwick County, Kan.) – On Jan. 21, 2022, Sedgwick County released 18 video segments of the Sept. 24, 2021 incident involving Cedric Lofton. The videos were recorded by six fixed-angle cameras at the Juvenile Intake and Assessment Center (JIAC) and provided overlapping views from different camera angles. Since that time, Sedgwick County personnel have further reviewed footage from over fifty camera angles in our possession.

In addition to the videos released and published online, Sedgwick County has identified footage from five additional fixed-angle cameras, which contain secondary, partial, and/or tertiary images of Cedric Lofton. We believe these images and views of Cedric Lofton do not provide anything of a substantive nature or any deviations from video images already made public. However, it is imperative to Sedgwick County these videos be released in order to maintain transparency. This footage is being released as twelve video segments recorded from the five additional angles. For reference, the additional camera angles are Cameras 122, 133, 137, 140, and 158. Sedgwick County is currently uploading the additional footage to the Sedgwick County YouTube channel.

Consistent with previously released footage, Sedgwick County has blurred the pelvic region of Cedric Lofton while he is on the stretcher. Additionally, the images of other youth and paperwork within the JIAC/JDF facility have been blurred in an effort to protect client identities.

Based on the location of the cameras and review of the footage, we believe no outstanding camera angles would have provided improved views of what occurred in the JIAC lobby and holding room or the JIAC sally port. It is possible that a camera angle outside the JIAC resident waiting room door and a camera outside the east law enforcement sally port entrance captured images of Cedric Lofton. However, these angles were not on the NVR, the recording device that digitally stores and retains video, seized and retained as physical evidence, and were not originally downloaded by Sedgwick County personnel.

In regards to the camera angle outside the east law enforcement sally port entrance, previously published videos 11, 12, and 13 (labeled a1, a2, and a3) capture the east law enforcement sally port entrance from the southeast corner of the JIAC building and show images of the police vehicle arriving with Cedric Lofton and Lofton being taken out of the facility by EMS.

In regards to the camera angle outside the JIAC resident waiting room door, previously published videos 1, 5, 6, 7, 8, and 10 (labeled b1; 1-128_screening_area; 3_cedric_lofton; 4_cedric_lofton; second_1-128_screening_area; and b2) show the JIAC booking area and the recessed area outside the JIAC resident waiting room door. Additionally, previously published videos 2 and 9 (labeled c1; and c2) also show the JIAC booking area along the wall close to the JIAC resident waiting room door.
